Conference on Palliative Care took place in the First Moscow Hospice on November 7-11, 2011

The conference was sponsored by the Foundation of the First President of Russia, B.N. Yeltsin, by Mosoblbank, and by OOO Firma Finko. Total philanthropic funding spent to organize the conference was 906,427.77 rubles.

Thirty four participants of the conference were from 11 regional hospices, 1 oncology outpatient hospital, 2 palliative care divisions of Moscow hospitals (including two children's divisions), 2 regional outpatient hospitals, and hospice No 8 of Moscow (Deputy of Chief Physician).

The following issues were discussed at the conference:

  • main principles and standards of palliative care and complexity of duties of the workers of hospices in various regions of Russia including Moscow
  • philosophy and rules of hospice
  • problems of care for untreatable patients
  • pain and symptomatic therapy
  • problems of prophylaxis of emotional exhaustion syndrome of the workers of hospices and palliative divisions
  • ethical, psychological, and spiritual aspects of palliative care (support of patients and relatives)
  • organization of palliative care at home
  • palliative care of children
  • attraction of volunteers and philanthropists to help untreatable patients.

It should be noted that re-edition by the Vera Foundation of revised and enhanced collection «Hospices» and of the book «A Way to Die. Life to the End» by Rosemary and Victor Zorza was timed to the conference; these re-editions took 2 months of hard work.

Participants of the conference were very grateful, noted importance of educating of hospice personnel and exchange of experiences, and hoped that similar conferences are organized on a yearly basis.

We sincerely appreciate the sponsors for supporting the first full scale educational project of the Foundation and for enabling the regional hospice personnel to obtain new information and skills in palliative care.

The conference has summarized the major, most important problems of regional hospices including:

  • overloading of wards
  • poor funding
  • required general repairs
  • complexity of obtaining narcotic pain killers (lack of variety in formulations)
  • residual principle of funding and lack of the most basic goods including disposables and bandages
  • very low salary of the personnel, low staffing or lack of staffing, and overloading of medical staff that affects care and treatment of the patients
  • lack of clear standards of palliative care
  • lack of option to educate the personnel or enhance their qualification apart from what can be done at their work place
  • overstaffed secretarial staff and essential lack of legal base required for the work (all steps require approvals)
  • lack of wards for care of non-oncological patients.
